my concern is: are there really `free`?

for example, can i publish the data? build into a commerical applications?

For that prupose, you will need to build your own resources.

It is unlikely that people will agree to give something for free which you use in turn to make money for yourself. That is what the copyright law everywhere is against.

We can of course provide many resources at no cost for academic and education purposes.
